APPLICANT REQUESTS THAT:
His Date of Rank (DOR) to the grade of major (O-4) be changed to
19 November 2012 and his Promotion Effective Date (PED) to 30 March
2013.
APPLICANT CONTENDS THAT:
His command submitted him for a Position Vacancy (PV) promotion to
the grade of major; however, due to an administrative error, his PV
request was misplaced and was not submitted until 6 months later.
He met the minimum creditable service on 19 November 2012 and should
have been examined by a Federal recognition board at that time.
In support of his request, the applicant provides copies of Special
Order AP-336 dated 11 October 2013, and Special Order AA-75 dated
12 June 2013.

STATEMENT OF FACTS:
According to Special Order AP-336, the applicant was promoted to the
grade of major with a DOR of 30 May 2013 and a PED of 9 October
2013.
AIR FORCE EVALUATION:
NGB/A1PO recommends approval. The applicant was originally boarded
for promotion on 19 November 2012; however, due to an administrative
error, his promotion package was never forwarded to NGB/A1PO. As a
result, he was re-boarded and was subsequently processed for
promotion to the grade of major with an effective date of 9 October
2013. Had their office received the original promotion request, he
would have been placed on the December 2012 PV list and promoted
with a DOR of 19 November 2012 and a PED of 18 April 2013.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
On 10 January 2014, a copy of the Air Force evaluation was forwarded
to the applicant for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit C).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice to warrant partial relief.
While the applicant requests that his DOR to the rank of major be
changed to 19 November 2012 and his PED be changed to 30 March 2013,
we agree with the recommendation of the Air Force office of primary
responsibility that his DOR should be changed to 19 November
2012 and his PED to 18 April 2013. Accordingly, we recommend his
records be corrected to the extent indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that he was promoted to
the Reserve grade of major (O-4), with a DOR of 19 November 2012 and
a PED of 18 April 2013.
